The Right to Information Act 2005 came into force for its enactment from 12th October 2005 to promote transparency and accountability in the working of every public authority in India. The Institute follows the policy formed by the Indian Council of Agricultural Research, New Delhi. There is provision of discussion with members of the public who are nominated by the council on the Institute Management Committee and the Quinquenniel Review Team.

Sec.4(b)(xv) : Particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use :

For obtaining technical information a technical cell is functional on all the working days. Also there is a Public Relation Officer who facilitates the interaction of Flower growers with the concerned scientists.
Library although not for public use, however, students, researchers and Flower growers are allowed to use the library for reference work during working hours.
